Requirements for export declaration of lithium batteries
Lithium batteries fall under category 9 miscellaneous dangerous goods (miscellaneous hazardous substances and articles, including substances hazardous to the environment), with UN numbers relating to UN3090. UN3091. UN3480 and UN3481. etc. Lithium batteries can be packaged in three ways during transportation: separately, packaged with equipment, and installed in equipment.
Do lithium batteries need to be packaged in dangerous goods?
According to the United Nations "Model Regulations on the Transport of Dangerous Goods recommendations", the capacity of lithium batteries should be used to determine whether dangerous goods packaging is necessary.
Lithium batteries to be packaged in dangerous goods are:
Lithium metal batteries or lithium alloy batteries with a lithium content of more than 1 gram, and for lithium metal or lithium alloy battery packs with a total lithium content of more than 2 grams;
For lithium-ion batteries, the watt-hour rating exceeds 20W·h, and for lithium-ion battery packs, the watt-hour rating exceeds 100W·h.
There are other exemptions to dangerous packages.
Lithium battery dangerous package card how to handle?
At present, there is no need to carry out export commodity inspection for lithium battery products, but lithium battery products are dangerous goods. According to Article 17 of the Law of the People's Republic of China on Import and Export Commodity Inspection and Article 29 of the Regulations on the Implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection, manufacturers of lithium batteries for export shall apply to the customs for the identification of the use of packaging containers for dangerous goods. Dangerous goods in unappraised or unqualified packaging containers shall not be exported. Application materials include:
01 Application Form for Entry-Exit Goods Packaging Inspection (Original)
02 Inspection Results of Entry-Exit Goods Packaging Performance (original)
03Factory Inspection Record of Production Enterprise or Product Compliance Statement (original)
04 Report on Classification and Identification of Hazardous Characteristics of Export Dangerous Goods (Original)
05 Export Dangerous Goods Sales Contract (Copy)
Testing requirements for lithium batteries before delivery and transportation
In accordance with the requirements of special provisions 230 of Articles 2.9.4 and 3.3 of the Model Regulations of the United Nations Recommendation on the Transport of Dangerous Goods, as well as the International Rules for Dangerous Goods by Sea and the International Civil Aviation Organization Technical Rules for the Safe Transport of Dangerous Goods by Air, etc., Before delivery and transport, lithium batteries shall pass the series of tests required by Part III 38.3 of the United Nations Manual of Tests and Standards for the Transport of Dangerous Goods, including: High simulation, high and low temperature cycle test, vibration test, impact test, 55℃ external short circuit, impact test/extrusion test, overcharge test, forced discharge test, etc., to ensure the safety of lithium battery transportation.
